Certain Computers have restricted accounts where the actions of the user will be limited according to the privileges given to them. For example if you are on a school computer, the account provided for you will lack the administrator privileges, that case you will not be able to Install any softwares or delete any important files on the computer.

There is a bug in Microsoft Windows that allows you to  override this security and install softwares without needing the password of the administrator account.
